Annette Verster comments here that this was the way the Dutch policy initiatives in the 1980s operated concerning AIDS. Stakeholders like the homosexual community and the Union for drug users, the MDHG, did take part in these policy initiatives. Today in her practice at the UN AIDS and WHO, a similar strategy is also followed. Stakeholders take part in formulating goals as well as in planning how and when to do what. The notion of gathering the ‘crucial network’ is a very beneficiary strategy provided that the setting is well orchestrated.
