David Garcia is a visual artist and was part of the collective Time Based Arts. He organized "Talking back to the media" in 1986 and was one of the inspirers of Next 5 Minutes from 1993 on. Today Garcia is Professor of Digital Culture at Portsmouth University (UK) and director of the Masters Programme Mulltimedia at the Hogeschool voor de Kunsten Utrecht.
