When the Americans were critiquing the conference in the art debate, this was one of their main points of criticism. Through them I realised that this idea of change is influenced by the Dutch experience of the polder model, in which everybody keeps on talking to each other to arrive at a consensus in the end (we have to stick together to fight the water and we can not have battles among ourselves when the land is flooded).
